The Senior Manager, Property Services is responsible for the overall day-to-day operational management of all Fred Victor Centre–owned and leased properties. This role focuses on ensuring that all building systems are fully operational, properly maintained, and compliant with regulatory requirements. The Senior Manager oversees all aspects of property services, including responding to emergencies, coordinating maintenance activities, and ensuring safe and efficient facility operations across all sites.

This position provides leadership and direction to the Property Services team, including managers, facilities staff, contractors, and vendors. The Senior Manager is accountable for project deliverables, compiling data to support metrics and KPIs, RFP participation, and assist with strategic departmental planning. The role also involves collaborating towards funding proposals, prioritizing and delegating work orders, procuring materials and supplies, and responding to building-related emergencies.

What You Will Do:

Operational & Facilities Management

  • Ensure all life safety systems, HVAC, elevators, and other building systems are fully operational and properly maintained.
  • Ensure permits and licenses for all building systems are obtained, current, and compliant.
  • Conduct bi-weekly meetings with Property Services Managers to review facility updates.
  • Assist Facility Managers with the development of annual facility budgets.
  • Serve as a 24/7 rotational on-call contact for all sites.
  • Monitor and ensure completion of departmental deliverables within established timelines.
  • Oversee contractor and vendor performance to ensure work adheres to agreements and quality standards.
  • Act as a contact with Toronto Fire Services, City of Toronto departments, Ontario Ministry of Labor, and other officials.
  • Approve requisitions for vendor payments and facility-related expenses.
  • Approve payroll hours for Property Services staff and managers.
  • Source and obtain quotes for maintenance projects; identify and onboard new vendors.
  • Make swift, effective decisions during emergencies (e.g., fires, floods, power outages, loss of heat or water).
  • Perform other duties as assigned by the Director of Property Services.

Financial Management

  • Collaborate with the Director and Associate Director of Property Services to prepare and monitor and track operating and maintenance budgets.
  • Assist in developing capital replacement budgets.
  • Support budget reviews, forecasting, and financial planning.

Supervision & Leadership

  • Support recruitment, onboarding, and training of Facilities staff in alignment with Fred Victor policies.
  • Provide coaching, mentoring, and performance management for Property Services Managers.
  • Conduct regular staff meetings to support communication and operational planning.
  • Plan, assign, and monitor staff work schedules.

What You Bring to the Team:

  • Degree, diploma, or certificate in Facility/Property Management
  • Minimum five (5) years of experience as a senior property manager, preferably in a non-profit environment
  • Strong knowledge of facilities management principles and practices
  • Procurement and vendor management experience
  • Knowledge of building maintenance systems, BAS, construction, and life safety systems
  • Knowledge of Ontario Fire Code, Ontario Building Code, COT Shelter standards, Rent Safe requirements, and Rooming House requirements
  • Ability to work independently, take initiative, and respond effectively to emergencies
  • Strong organizational, prioritization, and multi-tasking skills in fast-paced environments
  • Ability to develop, forecast, and manage budgets
  • Strong interpersonal, written, and verbal communication skills
  • Proficiency in Microsoft Office, Teams, ADP, Yooz, and related software; Yardi/Arcori or similar work order systems
  • Valid Class G Driver’s Licence and access to a vehicle for daily work

Work Environment:

  • The Senior Manager will have a primary work location but is required to regularly visit all Fred Victor sites.
  • Exposure to unpleasant odors, unhygienic conditions, and distressed tenants/service users may occur; adherence to safety protocols is mandatory.
  • There will be exposure to Fred Victor tenants and service users in crisis.
  • Standard office hours apply; however, flexibility is required for early mornings, evenings, weekends, or emergencies.
  • Participation in the Facility Management on-call rotation is required.

Compensation and Benefits:

  • For the Senior Manager, Property Services, Fred Victor offers a salary range of $80,164.50 to $100,191.00.
