Program Manager - Independent Living Services – $57,000–$67,000 annually – Henrico, VA

Are you an experienced social services leader with a strong background in case management and program oversight? Do you have the skills to guide young adults toward independence while ensuring compliance, quality care, and strong team performance?

The role

The ILA Program Manager is responsible for the daily operation and overall administration of ILA programming for young adults at Virginia Home for Boys and Girls (VHBG). This includes oversight of DSS licensing standards, internal policies and procedures, program delivery, and financial management.

This role also provides direct casework services. You will guide young adults on their path to independence through relationship building, structured support, supervision, assessment, service planning, and ongoing evaluation.

Key Responsibilities

Program Leadership

  • Lead and manage program staff in accordance with DSS licensing requirements
  • Oversee program logistics and ensure staff have the resources they need
  • Monitor quality of care and compliance with program standards
  • Partner with the Director and Human Resources on hiring, training, performance management, and staff transitions
  • Serve as secondary emergency contact and participate in on-call rotation
  • Act as Child-Placing Supervisor per DSS standards
  • Serve as primary contact for referrals, campus tours, and admission coordination
  • Support caseworkers in meeting performance goals through coaching and supervision

Casework Services

  • Build strong, professional relationships with youth
  • Develop and implement individualized service plans
  • Provide supervision in the least restrictive manner
  • Offer secondary 24/7 on-call support, including in-person response when needed
  • Prepare youth for successful discharge and independence
  • Assist with caseload coverage to maintain continuity of care

The Person

You bring strong critical thinking and decision-making skills. You are organized and able to manage multiple priorities. You communicate clearly, both verbally and in writing.

You meet one of the following education and experience requirements:

  • Master’s or doctorate in social work plus three years of casework experience; OR
  • Master’s or doctorate in a related field plus four years of casework experience in a child-placing agency; OR
  • Bachelor’s degree plus five years of casework experience

Preferred: Knowledge of Virginia Foster Care Services, Two to four years of experience in a supervisory or administrative role.

You must have reliable transportation, be able to drive agency vehicles, and lift up to 50 pounds.
