Gedling Borough Council is seeking an experienced ICT professional to join our ICT Services team. We are looking for a dedicated and skilled ICT Business Operations and Contracts Manager to become part of our dynamic team. About the role:


The role is temporary for approximately 2 years (until on or before 31/03/2027).

We are looking for a candidate to effectively manage the ICT Contract and Asset Registers and the related ICT Category Forward Plan for hardware and software. This includes renewals and upgrades, tenders and new requirements, ensuring compliance with the Council’s Procurement Policy, Financial Regulations and Control Framework, maximising value for money and minimising risk in the delivery of ICT solutions.

The role also has responsibility for managing and improving the ICT Support desk offering, developing and introducing a comprehensive service catalogue in line with ITIL best practices. Improving and increasing the level of self-serve capabilities following ITIL guidelines along with other initiatives to improve the overall ICT support experience for the organisation.

Person Specification

  • Experience in the set up and delivery of ICT category and contract management within a complex setting.
  • Extensive experience of managing and advising on public sector procurement at all levels.
  • Experience of using different procurement routes and approaches including but not limited to ICT related Frameworks (e.g. DOS, GCloud, BOS) and approaches such as competitive dialogue etc.
  • Experience of managing complex procurement projects with interdependent elements.
  • Experience of creating specifications that achieve best value in relation to digital solutions and services.
  • Experience of best practice approaches to requirements capture within specifications (functional and non-functional), able to advise teams on the most critical areas of focus.
  • Experience of supplier performance monitoring, management and a track record of positive impact.
  • A thorough understanding of GDPR
  • An understanding of Subsidy Control.
  • Awareness of financial management within the public sector.
  • An understanding of Climate Change agenda and how it might be supported through effective procurement practice.
  • An understanding of social value and its application to achieve Council outcomes.
  • Able to demonstrate effective communication, analytical and influencing skills.
  • Able to build and maintain positive relationships with a wide range of different stakeholders.
  • Understanding of contract law and legal implications in relation to ICT procurement.
